RSA Improvement Requirement Support

Objective:

To satisfy the client's 'Improvement and Additional Information Requirement' requested by the Environment Agency as part of their RSA 93 Certificate of Authorisation.

Added value to client:

The client successfully met the Requirement and satisfied their Authorisation Requirement.

Activity:

RM Consultants Ltd (RMC), under contract, developed a methodology that provided a basis for responding to the generic Requirement:

“The Operator shall provide the Agency with a detailed report of a review of national and international developments in best practice for minimising all waste disposals together with a strategy for achieving a continuing reduction in discharges.”

By following this methodology sets of Best Practice Principles covering the clients scope of waste minimisation activities were defined by panels of RMC and operator experts. RMC conducted a desktop literature search to form a traceable association between each Principle and relevant nationally and internationally recognised best practice guidance resources.

Assessment of compliance against the Principles was then used in order to demonstrate that operations or activities of the client represented Best Practicable Means, or in many cases best practice.

RMC then produced a client report to satisfy the Environment Agency 'Improvement and Additional Information' Requirement on best practice in waste minimisation by reviewing and commenting on the work that was completed.
